Well, the US is almost positive that Omasa Bin Laden (sp?)
is behind the attack
and they've made it pretty clear that they will consider themselves at war with any country that harbours his terrorist group. The reason for making this clear is to acknowledge the fact that there are difficulties in battling terrorists.
