Yes, he was rather upset at the dogs walking by. He has an off-leash playgroup every day with a bunch of other dogs, but he'd missed his playgroup for two days in a row (we were busy with pre-party stuff) so he desperately wanted to play with the dogs who walked by! He was howling because he wasn't allowed to go play with them.
